Project synthesis
SADC recognises that improved seed security is an essential component for crop food security. In order to increase farmers’ access to quality seed, SADC launched the SADC Seed Security Network (SSSN) in 2001.
Strategy/Objectives
SADC is guided by its Regional Indicative Strategic Development Plan (RISDP). The major thrust of the Plan is “Poverty Alleviation through Regional Integration“, with food security as a priority.
The overall goal of SDC is to contribute to improved food security in the region by supporting policy harmonisation and the facilitation of intra-regional availability of critical agricultural inputs for small farmers such as improved seeds. Food Security is seen as a critical component of the strategy to reduce vulnerability and alleviate poverty at both the household and country levels. Other objectives include:
· The promotion of regulated and collaborative regional seed trade
· The collection and dissemination of information on all seed issues in the region
· The improvement of national and regional disaster preparedness
Target group
The ultimate beneficiaries of the Network’s efforts are small-scale, resource-poor farmers who need access to good quality seed of appropriate commercial or local varieties, at the right time and at affordable prices.
Activities and Expected Results
The Network’s activities will focus on becoming engaged with farm dwellers and owners in order to address issues of land rights and responsibilities. This will involve the following:
· case assessments;
· assisting clients who approach the Office for information and assistance;
· providing facilitation before formal applications are submitted to the Department;
· assisting with legal aid registrations and acting in a paralegal capacity on behalf of legal representatives; and
· referring eviction cases to legal organisations and functioning as a link to the eviction-monitoring project.
The dissemination of information will be accomplished through workshops for relevant groups. These activities will vary according to the regional needs. The expected results are:
· Improved understanding among the target group measured through clearer problem identification and correct referrals;
· Improved packaging of pre-project cases illustrated by smoother project delivery;
· Improved relations with key partners though case referral systems and integrated delivery of services.
Partner
The SSSN forms part of Directorate for Food, Agriculture and Natural Resources (FANR) of the SADC secretariat in Gaborone.
Project duration
The project was initially funded from January 2003 to December 2006 but an extension will now prolong this support until December 2008.
Funding
A total budget of CHF 2,563,000.00 is allocated to this project.
